SUMMARY OF INTERNATIONAL STEERING GROUP MEETING (June 21, 1998)
INDOEX Workshop in Utrecht, June 20-23, 1998



1. TIMING of IFP:

*Could C-130 start about 10 days earlier than February 15?

Citation could start some days earlier

Mystere February 15 - March 7 cannot be changed

Falcon March 15 - 27 (French experiment) cannot be changed. To be in Male the last 7 days. So if C-130 is to be moved 10 days earlier, it will miss the Falcon!

Sagar Kanya January 15 - February 28 (or until March 2)

Ronald H. Brown February 21 - April 2 cannot be changed

Actions:
J. Coakley to probe PIs and NCAR RAF about early start of the C-130.

B. Gandrud and S. Rupert to review 14 years of ISCCP deep convective clouds, and AVHRR low clouds week by week

V. Ramanathan will make ISCCP results available via web site to ISG, asking ISG to consider an early start of IFP (aircraft ops).

2. EUROPEAN DATA CENTER Currently, Meteosat data will be kept at LMD. Will include data submitted by European PIs without any format modifications

3. OPERATIONS CENTER

3.1 Operations Center in India
-to provide forecast to Male Operations Center during IFP
-to coordinate all Indian INDOEX activities
Action:
Mitra will give name for point of contact.

Related issues:
*EEZ excursion and overland flights: while no aircraft has been scheduled to overflight the Indian landmass, but for emergencies: request submit as early as possible, to include flight tracks.

*Ronald H. Brown EEZ request (NOAA is submitting via US State Department) should be cc'ed to Dr. Mitra since he will meet with Indian Secretary of Defense. In principle, clearance is feasible for atmospheric measurements only, no sub-surface. Contact point for clearances: G. Viswanathan.

Action:
B. Gandrud to inform AP. Mitra and Viswanathan of all EEZ related issues/requests.

*It is noted that there will be no US personnel or Europeans on the Sagar Kanya for the IFP.

3.2. International Operations Center in Male: geared to support C-130 and Citation, not for Sagar Kanya which cruises much earlier.

4. OPENING CEREMONY IN MALDIVES
-to stress scientific significance, avoid staging political event
-Opening Ceremony Committee (OCC): H. Nguyen, K. Sawyer and B. Gandrud

Action:
ISG to provide names of invitees to OCC.
Invitations to be co-signed by: P. Crutzen, V. Ramanathan and A. Majeed (or the Maldivian Environment Minister)

5. AIRCRAFT OPERATIONS MEETING for flight simulations, around August 6-8 in Boulder, Colorado. Primarily for C-130 but open for other aircraft operators.

6. ISG MEETING NOV/DEC 1998 No meeting, unless emergencies.
Action:
By October, might need a conference call as decided by B. Gandrud.

7. WRITING TEAM FOR OPERATIONS PLAN
R. Sadourny nominates Francois Dulac
Action:
B. Gandrud to contact P. Crutzen, AP. Mitra, J. Lelieveld for nominees. Then organize a conference call to plan for the OP writing.

8. GEOPHYSICA / FALCON
Primary contribution to INDOEX: strato-troposphere aerosol transformation / evolution; also trace gases

Coordinated flights: Geophysica to meet with C-130 while C-130 being ferried to and from Mauritius (cloud free conditions).

Action:
B. Gandrud to draft a letter to Geophysica group.
